北部湾港作为西部陆海新通道的出海口“主通道”及中国（广西）自由贸易试验区致力于打造的国际陆海贸易新通道门户港和向海经济集聚区，建设和发展国际门户港迎来了重大战略机遇。本报告基于当前新形势、新背景和新机遇，从北部湾国际门户港发展的经济和港口条件等基础入手，分析其外部环境，如集疏运体系、航运服务业等，重点剖析其面临的诸多问题。并在此基础上，从港口基础设施投入、港口服务水平提升、促进腹地经济发展、临港产业体系构建、政策支持、体制机制改革等方面提出相关对策，以期为政府职能部门提供决策参考依据。
The Beibu Gulf Port serves as the “main channel” of the New Western Land-sea Corridor and the China （Guangxi） Free Trade Pilot Zone to build a new international land-sea trade corridor gateway port and an important component of the Ocean-oriented Economic Cluster. The development and construction of the Beibu Gulf International Gateway Port has ushered in a major strategic opportunity. Based on the current new situation，new background and new opportunities，this report starts with the economic foundation，policy support and port conditions for the construction of the Beibu Gulf International Gateway Port. It analyzes the external environment in the construction of the Beibu Gulf International Gateway Port，such as the collection and distribution system，shipping service industry，and related industries，and focus on the many problems it faces. And on this basis，puts forward relevant countermeasures in terms of port infrastructure investment，port service level，promotion of hinterland economic development，construction of port industrial system，policy support，institutional reform and talent team building，in order to provide reference for government functional departments basis for decision-making.
