加拿大毒品预防教育的经验与困境:以温哥华为例

自21世纪初,温哥华的毒品政策四大支柱——预防、执法、减害和治疗,在国际禁毒领域颇具代表性。温哥华在北美首次开设了毒品安全注射屋,逐渐影响了北美部分城市的禁毒政策。基于对温哥华禁毒政策的历史考察和温哥华应对“阿片类药物危机”的田野调查,本报告认为温哥华在禁毒中的同伴教育是推动其毒品政策不断改革创新的动力,以青少年为主体兼顾各个年龄段的贯穿于生命进程的预防教育是提升国民健康意识的基石,以社区为中心的预防教育关注了脆弱群体可持续发展的战略。然而,在温哥华的毒品政策四大支柱中,预防依然是相对薄弱的环节,须从经费支持、医疗卫生和价值观念等方面深入分析其困境,并为中国的禁毒教育提供一定的参考和借鉴。

Abstract

The four pillars of Vancouver’s drug policy-prevention,enforcement,harm reduction,and treatment-have been quite representative in the field of international drug control since the beginning of the 21st century. Vancouver opened a supervised injection site(Insite)for the first time in North America,which has gradually affected the drug policy of some cities in North America. Based on the historical investigation of Vancouver’s drug policy and the field work about Vancouver’s response to the “opioid crisis”,this article argues that the following three factors are the experience of Vancouver drug prevention education. Vancouver’s peer education is the driving force to promote the continuous reform and innovation of its drug policy. Protection across the life course is the cornerstone of improving national health awareness,which takes the young people as the main object of prevention education,and takes into account all age groups. Community centered preventive education focuses on the sustainable development of vulnerable groups. However,prevention is still a relatively weak link among the four pillars of Vancouver’s drug policy. It is necessary to analyze its dilemma in terms of financial support,medical care and values,and provide certain reference and lessons for our country’s anti-drug education.
