本报告首先从产业总体布局、基础优势、空间布局以及重点产业链基本情况等方面分析了粤港澳大湾区整体以及11个城市的产业链创新链基本发展情况；其次，梳理了粤港澳大湾区11个城市在推动产业链创新链发展出台的政策体系，对比分析了各城市在推动产业链创新链发展过程中实施的“链长制”政策，并从财政、土地、金融以及人才等方面介绍了各地区的具体政策内容；最后，提出了粤港澳大湾区推动产业链创新链的几点政策建议。
Firstly，this report analyzed the basic development of the Guangdong-Hong Kong-Macao Greater Bay Area and the industrial chain innovation chain of 11 cities in terms of the overall industrial layout，the basic advantages，the spatial layout，and the basic situation of key industrial chains；Secondly，it sorted out the policy system of the 11 cities in the Guangdong-Hong Kong-Macao Greater Bay Area to promote the development of the industrial chain and innovation chain，and analyzed of the “chain length system” policy implemented by each city in the process of promoting the development of the industrial chain and the innovation chain，and this paper also introduced the specific policy content of the 11 cities from the aspects of finance，the land，the finance and the talents. Finally，this paper put forward some policy suggestions to promote the industrial chain innovation chain for the Guangdong-Hong Kong-Macao Greater Bay Area.
