新发展阶段，提升产业链创新链竞争力已经成为推动京津冀协同发展更上一个台阶的重要环节。本报告旨在对当前京津冀三地产业链创新链发展存在的长板弱项、既有规划路径的重点以及人才、招商引资、行政管理与金融等支持政策的着力点进行精细化梳理，并以此为基础，围绕创新链产业链政策链关系梳理、区域产业分工优化、创新资源共建共享、重大需求对接、产业集聚集约水平提升以及一体化要素市场共筑等维度提出针对性政策建议。
In the new development stage，enhancing the competitiveness of the industrial chain and innovation chain has become an important point to promote the coordinated development of Beijing-Tianjin-Hebei（BTH）region to a higher level. This chapter aims to make a detailed analysis of the strengths and weaknesses，the key points of the existing planning path and the focal points of supporting policies such as talents，investment attraction，administrative management and finance in the development of industrial chain and innovation chain in the BTH region. Based on this，specific policy suggestions are put forward from the following dimensions：sorting out the relationship between industrial chain，innovation chain and policy chain，optimizing regional industrial division，co-building and sharing of innovation resources，docking of major demands，improving the level of industrial agglomeration and intensification，and co-building of integrated production factor markets.
