在北京市开展服务业扩大开放综合试点和建立自贸区,是党中央、国务院着眼于推进新一轮开放、构建全面开放新格局做出的重大战略部署。自2020年9月北京自贸区成立以来,北京围绕建设具有全球影响力的科技创新中心,加快打造服务业扩大开放先行区、数字经济试验区,着力构建京津冀协同发展高水平对外开放平台等出台了一系列政策,成效显著。本报告在回顾北京自贸区金融业发展的基础上,对重点发展领域的成果和金融业开放现状进行了总结,并测算了北京金融业的开放程度。本报告发现北京自贸区金融业开放程度与国内其他领先自贸区相当,整体上呈现金融部门开放程度较高但资本账户开放程度不足的情况。本报告认为北京市应以加强绿色金融改革、建设国家金融管理中心、打造资本市场“北京样板”、持续吸引中外资产管理总部聚集等为着力点,通过强化自身开放目标的导向性、提升金融服务实体经济能力、加快推动金融开放的地区平衡和结构协调、积极对标CPTPP等高水平自贸协定新标准等措施进一步扩大金融业开放。
The comprehensive pilot program for expanding the opening up of the service industry I n Beijing and the establishment of the China (Beijing) Free Trade Zone are major strategic deployments made by the Party Central Committee and the State Council to promote a new round of opening up and build a new pattern of comprehensive opening up. Since the establishment of the Beijing Free Trade Zone in September 2020,Beijing has focused on building a technological innovation center with global influence,accelerating the creation of a pioneering zone for the expansion and opening of the service industry,a digital economy pilot zone,and striving to build a high-level opening platform for the coordinated development of Beijing,Tianjin and Hebei. A series of policies have been promulgated,and the results have been remarkable. Based on reviewing the development of the financial industry in the Beijing Free Trade Zone,this report summarizes the achievements in key development areas and issues that need attention. This report also measures the degree of openness of Beijing’s financial industry,which finds that Beijing Free Trade Zone and other domestic free trade zones are quite similar in the degree of openness of the financial industry,and the financial sector has a relatively high degree of openness but the capital account is not sufficiently open. Research has shown that Beijing City should focus on strengthening green finance reforms,building a national financial management center,creating a “Beijing model” for the capital market,and continuing to attract Chinese and foreign capital management headquarters. In addition,in response to the focus and direction of the opening of the financial industry in the Beijing Free Trade Zone,we propose recommendations on strengthening the orientation of its own opening goals,accelerating the promotion of regional balance and structural coordination of financial opening,improving the ability of financial services to the real economy,and actively benchmark new standards for high-level trade agreements,such as CPTPP.
