建设国家自主创新示范区是加快创新性国家建设、实施创新驱动发展战略的重要举措。2014年11月3日，苏南国家自主创新示范区获批，成为江苏省第二个国家级战略。本文即对江苏推进苏南国家自主创新示范区建设取得突破性进展的思路、重点与对策进行研究。文章首先探讨了苏南国家自主创新示范区建设的现状和问题；接着整理了推进苏南自主创新示范区建设取得突破性进展的思路与重点，指出应根据国家“三区一高地”的战略定位，按照深化体制机制改革，强化创新引领功能，强化区域创新一体化发展以及强化开放创新功能的思路，从推进科技体制改革、确立企业创新主体地位、突破关键核心技术、开展区域协同创新、发展科技服务业和推动开放创新与合作等六个方面进行重点突破；然后提出了苏南自主创新示范区建设的突破对策，在于一是突出区域联动，形成自主创新合力；二是突出企业主体地位，构建层次丰富的自主创新企业群；三是突出产业导向，打造创新产业集群；四是突出基础支撑，加快创新载体建设；五是突出人才引领，集聚创新创业人才；六是突出开放优势，推进创新国际化合作；七是突出改革引领，加快体制机制创新；八是突出服务配套，完善创新生态环境。
Construction of national independent innovation demonstration zone is an important measure to speed up the construction of innovative country and the implementation of innovation driven development strategy. November 3, 2014, South of Jiangsu national independent innovation demonstration zone approved, becoming the second national strategy in Jiangsu province. In this paper, the South of Jiangsu national autonomous innovation demonstration zone to promote the construction of a breakthrough in Jiangsu ideas, focus and countermeasures. This paper first discusses the status quo and problems of the construction of South of Jiangsu national innovation demonstration zone; and then finishing the South of Jiangsu to promote the independent innovation demonstration zone construction strategy and key breakthrough, should be pointed out that according to the strategic positioning of the national "Three District Heights", to deepen the reform of institutional mechanisms, strengthen the innovation of leading function, strengthen the development of regional innovation the integration of open innovation and strengthen the function of ideas, focus on breakthrough from six aspects to promote the reform of science and technology, establish the dominant position of enterprise innovation, the key breakthrough in core technology, carry out regional collaborative innovation, the development of science and technology services and promote open innovation and cooperation; and then puts forward countermeasures of South of Jiangsu innovation demonstration zone construction, is a is the prominent regional linkage, the formation of independent innovation ability; two is to highlight the dominant position of enterprises, construction level Group of rich of independent innovation of enterprises; the third is the prominent industry oriented, to create innovative industrial clusters; the fourth is highlighting the basis of support, the construction of the carrier to accelerate innovation, leading the outstanding talent, innovation and entrepreneurial talent agglomeration; six is highlight the advantages of the open, promote innovation and international cooperation; 7 is the prominent reform guidance, speed up institutional innovation; eight is outstanding service facilities, improve the ecological environment of innovation.
