推动江北新区建设取得突破性进展，对于衔接重大国家战略、协同区域发展、引领新常态、促进城市升级等方面具有重大意义。本文首先分析了推进江北新区建设的现状、意义与优势；接着阐明了江北新区规划、建设与发展的基本思路，指出江北新区在确定未来规划、建设与发展思路时，必须要更多地依靠自身条件，向改革要动力， 握好节奏，推动新区建设的可持续开发；然后分析了建设取得突破性进展的主要方面，及实现突破性进展的对策建议，包括融入长三角一体两翼联动发展格局、营造内生成长性高的产业生态系统、多措并举面向全球集聚创新创业人才、积极探索多元化的投融资体制和对重点领域重大项目进行政策倾斜，以期对南京江北新区的建设提供帮助。
To promote the construction of Jiangbei District made a breakthrough, for the convergence of major national strategy, coordinated regional development, to lead the new normal, promote urban upgrading and other aspects of a significant significance. This paper first analyzes the status quo, to promote the significance and advantages of constructing Jiangbei District; then illustrates the basic ideas of Jiangbei district planning, construction and development, points out that Jiangbei District in determining the future construction and development planning, and must rely more on their own conditions, to the power to reform, grasp the rhythm, to promote the sustainable development of district construction; and then analyzes the main aspects of construction has made breakthrough progress, and breakthrough countermeasures and suggestions, including the integration of the Yangtze River delta wings linkage development pattern, to create the endogenous growth of industrial ecosystem, high and global agglomeration of innovation and entrepreneurship, and actively explore diversified investment and financing system and the major projects in key areas of preferential policies, in order to help the construction of Jiangbei District of Nanjing.
