From the four aspects of regional advantages，municipal competitiveness and industrial development，western hub construction，and opening up levels，this paper elaborates the great importance of the national “the Belt and Road” strategy to Chongqing City’s development，and summarizes its solid foundations and advantages in economic development，population growth，integrated traffic communications，direct state jurisdiction system and mechanism. It also comprehensively identifies the planning and implementation of Chongqing’s participation in “the Belt and Road” construction as insisting on：1）innovative development and accelerated incubation of conglomerates with characteristic advantages；2）coordinated development and exploration of new models of regional consolidated development；3）green development as well as strengthened environmental protection and ecological construction；4）opening up policy based development and accelerating high-class construction；5）benefit-shared development and providing both urban and rural residents with a better life.
