印度是“一带一路”沿线的重要国家，国内有学者将印度与俄罗斯、哈萨克斯坦、印度尼西亚并列为“一带一路”沿线的四大关键国家。但迄今为止，印度是这四大关键国家中唯一未对“一带一路”明确表态支持的。在过去两年多的时间里，印度方面对“一带一路”倡议的反应所传递出的信号比较复杂。印度在此问题上的态度经历了一个逐渐清晰化的过程，应该说现在印度的立场已经比较明确。从印度国内政治的角度来看，莫迪政府改变其对“一带一路”倡议姿态的空间不大。本文将分析过去两年多时间里印度政府对“一带一路”倡议的反应及其特点，并提出一些具有针对性的政策建议。
Being an important country along “the Belt and Road”，India is regarded as one of the four key states along “the Belt and Road”，with the other three being Russia，Kazakhstan，and Indonesia. Up to now，as one of the four key states，India is the only country that has not made clear its position and attitude as regards “the Belt and Road” Initiative. The last two years have withessed the mixed messages sent by India in reference to “the Belt and Road” Initiative. A contemplation of India’s response indicates that India’s position is gradually turning clear. In other words，India’s position is now relatively clear. From the perspective of domestic politics，Modi’s administration has little latitude to change its attitude towards “the Belt and Road” Initiative. This paper gives an analysis of India’s response to “the Belt and Road” in the last two years before putting forward some policy proposals.
