2015年5月8日，中俄两国发表联合声明，确立了“丝绸之路经济带”与欧亚经济联盟对接合作的主基调；认为“一带一路”倡议属于经济一体化战略思维，在建设中要遵循经济一体化发展规律，坚持包容性原则，积极发挥上合组织作用推动区域经济合作，重视欧亚经济联盟的客观存在，尊重其正在发挥的价值功效，开展“丝绸之路经济带”建设与欧亚联盟建设对接合作；在启动亚太自贸区建设的同时，从中国和俄国、中亚自贸区建设入手，促进国家间贸易流通，逐步推动区域经济发展；启动“能源俱乐部”，打造“能源共同体”，进一步完善能源合作模式，积极对接中亚区域基础设施等项目，深化务实交流合作，共同推动“丝绸之路经济带”建设。
The May 8th，2015 joint declaration by Russia and China set the basic tone for connecting “the Belt and Road” Initiative with Eurasian Economic Union. “The Belt and Road” Initiative is the strategy for economic integration，which implies that its execution must follow the economic integration principles and inclusiveness while the SCO can play an important role in promoting regional economic cooperation. In connecting “the Belt and Road” Initiative with Eurasian Economic Union，the existence of the EEU deserves due respect，so do its value and effects. When launching Eurasian free trade zone，the free trade zones between China，Russia ND Central Asia are to be stated so as to promote trade flow between these countries and regional economic development. Energy club and Energy community may help to streamline energy cooperation patterns. China’s active investment in the infrastructure in the region will help to strengthen the practical cooperation and interaction.
