宁波“十三五”规划提出“一圈三中心”的战略发展重点，其中港口经济圈的建设，离不开一批重大功能平台的支撑。顺应国际功能组织加速在华落户的态势，围绕港口开发合作、贸易物流发展、经贸人文交流等领域，按照“引进一批、谋划一批、合作一批”的策略，本文提出宁波拓展国际功能平台建设、提升港口经济圈集聚辐射能级的对策建议。
The “13th Five-Year” planning of Ningbo suggested the develop priority of “One Round and Three Centers”，the port economic circle of which could not do without a bunch of significant functional platforms. In the condition that international function organizations are accelerating the settle down in China，the paper put forward the “some introduced，some planned and some cooperated” strategy and the countermeasures for Ningbo on the expansion of international function platform and promotion of the gather and radiation power of the port economic circle，in the fields of cooperation of port development，trade logistics and cultural exchanges.
