香港对推动“一带一路”互联互通及中华文明转型的独特作用

“一带一路”涉及对其成败极具关键性的文明层面。为了满足“一带一路”中有关互联互通及全球治理方面的需要,中华文明必须从目前的陆上、地域性及农耕文明,发展成陆海兼备、全球性及商业性文明。上述转型无一不与香港长期以来所扮演的历史角色息息相关——香港早就经历过这些转型,中华文明要实现转型,最直接、快捷和有把握的途径莫过于借鉴香港地区的经验。香港对推动“一带一路”互联互通及中华文明转型的独特作用,也可由中外历史进行印证:①我国历史中的隋唐盛世有赖于文化融合对创造具有开放性和兼容性的新文明的作用,在使中华文明恢复活力的同时,也提升为外向性和全球性文明;②历史上大英帝国与苏格兰的关系有助于阐明目前香港与国家的关系,其中最有代表性的莫过于世界著名经济学家亚当·斯密,其著作对促成英国经济及贸易政策的更弦易辙起着重要作用;③香港对中华文明转型的全部潜力可从西方历史中由荷兰到英国再到美国的制度移植中得以呈现——文明的进化唯有通过制度移植和吸收才有望达成。

Abstract

There is a dominant civilizational dimension in “the Belt and Road” initiative. In order to fulfil the needs of interoperability and public governance in “the Belt and Road”,Chinese civilization is required to undergo transformation from the current land-based,regional,and agricultural form to a hybrid(land-and sea-based),global,and commercial one. Similar transformation,nevertheless,is closely connected to Hong Kong’s historical role as Hong Kong has already undergone such changes after British colonization. There is no other more direct and solid way for China to facilitate the transformation than incorporating Hong Kong experience.

Hong Kong’s unique role in promoting “the Belt and Road” initiative’s interoperability and transformation of Chinese Civilization can be further demonstrated by the three examples in Chinese and Western histories:(1)The case of Sui and Tang Dynasties shows that cultural integration could lead to the formation of a more open and compatible civilization that could in turn rejuvenate Chinese civilization and turn it into an outward-looking and global one;(2)The relationship between Hong Kong and China can be explained by that between Britain and Scotland. And the most remarkable case is how Adam Smith,a world-renowned economist and a Scot,and his works had helped Britain to adopt a more suitable economic and trade policy for its global mastery;(3)The full potential of Hong Kong role in transforming Chinese civilization can be illustrated by the “transplantation” and “migration” of institutions from the Netherlands to Britain and finally the United States in Western history—it is through institutional migrations and absorptions that evolutions in civilization could be attained.
