珠海不仅是重要的经济特区之一和改革开放的先行城市,而且也是古今“海上丝绸之路”的重要连接点。将珠海港发展纳入“一带一路”宏观战略,是实现珠海经济社会跨越式发展的现实需要,有利于体制机制创新的新突破,并将带动珠海市经济结构调整和优化升级。珠海港参与“一带一路”建设具备一定的优势,但也存在问题和瓶颈。笔者提出的政策建议主要是:推动珠、澳合作成立“中葡学院”,拓展政策沟通渠道;推动成立“基础设施产业高新技术与服务转移基地”;以港口建设为突破口,规划建设几个双边、多边合作开发示范区;推动成立“中拉、南亚港口城市联盟”;依托会展等特色产业,促进文化交流融合。
Zhuhai is not only one of the first cities to have reform and opening up in China but also the important connection point of the ancient and modern “maritime Silk Road”. The micro strategy of incorporating Zhuhai Harbor development into “One belt,one road” construction is a major strategic requirement for Zhuhai to realize economic and social development by leaps and bounds as well as to realize new breakthroughs in institutional innovation,thus promoting economic structure adjustment and upgrading. The strategy has certain advantages as well as problems and bottlenecks. The main policies we put forward include:promoting cooperation between China and Portugal in the establishment of “Sino-Portuguese Institute” to expand the channels for policy communication;promoting the establishment of “infrastructure industry,high-tech and service transfer base”;promoting the establishment of “China and Latin America,the South Asian port city alliance”;promoting cultural exchange integration relying on the exhibition industry and other characteristics industries.
