弗莱堡是享誉世界的生态城市，也是著名的旅游休闲城市，在城市规划建设管理上，创造了“环境、经济、社会”三赢的局面，是名副其实的旅游休闲中心。国家“十二五”规划纲要进一步明确提出支持澳门建设世界旅游休闲中心。为此我们有必要借鉴国外城市建设旅游休闲城市的相关经验，结合澳门的实际情况，提出相应的策略和建议。
Freiburg is a world-famous eco-city and a prestigious tourism and leisure city. In city planning，it achieved an “environmental，economic and social” win-win situation and became a tourism and leisure center true to its fame. The 12th Five-year Plan of China further specifies that the government will support the building of Macao into a global tourism and leisure center. Therefore，it is necessary for us to learn from foreign experience on the construction of tourism and leisure cities，and work out related strategies and suggestions based on the actual situation of Macao.
