东北亚地区旅游合作基础良好，目前，区域内双边与多边旅游合作已进入实质性发展阶段，中俄、中韩、中日、中朝、中蒙间的旅游合作伴随着国家间经贸关系的发展步入新阶段；中俄朝、中俄韩、中日韩、中俄蒙三边合作日益发展，并建立初步合作机制。但东北亚的旅游合作也面临着一系列制约因素，为加强东北亚区域旅游合作，应建立相应的合作机制，充分发挥地方政府的作用，加强旅游企业间的跨国合作，完善旅游基础设施，加强旅游服务公共体系建设。
