开展中国对东盟基础设施投资是推动中国与东盟区域经济一体化、实现互利共赢的重要举措。本文将东盟各国的基础设施发展与中国对外直接投资的目标选择有机结合,首先,以发展中国家的对外直接投资理论和宏观经济内外均衡理论为基础,从微观企业行为和宏观经济运行两方面分析中国对东盟基础设施投资的内在动因,并明确“一带一路”战略构想是中国对东盟基础设施投资的现实支撑和有力抓手;其次,从东道国和投资国双重视角系统研究中国对东盟基础设施投资的可行性,详细分析东盟基础设施的供给状况和投资需求潜力,以及中国对东盟基础设施投资的现状和利弊因素;最后,提出相应的对策建议。
Infrastructure investment from China to ASEAN is an important step to promote China-ASEAN regional economic integration for mutual benefit and win-win result. This paper combines the infrastructure development in ASEAN and the target selection of OFDI from China:Firstly,this paper tries to figure out the internal motivation of infrastructure investment from China to ASEAN,respectively from micro-enterprises’ behavior and macroeconomic operation,using Developing Countries OFDI Theory and Internal and External Macroeconomic Equilibrium Theory. Secondly,it also tries to investigate the feasibility of infrastructure investment from China to ASEAN,from two perspectives of host country and home country,including the infrastructure provision and investment demand potential in ASEAN,the present situation of infrastructure investment from China to ASEAN,and impact factors of advantages or disadvantages as well;Finally,it proposes some countermeasures and suggestions.
