自2013年10月以来，中国大力推动“一带一路”倡议落地实施，同东盟积极开展务实合作，在政策沟通、设施联通、贸易畅通、资金融通、民心相通五个方面取得了令人瞩目的成就。在政策沟通方面，双方就“一带一路”合作达成重要共识，多层次沟通磋商平台的建立为“一带一路”合作提供了重要保障；在设施联通方面，泛亚铁路计划落实，通道、口岸、港口建设成绩斐然，设施便利化程度不断提高；在贸易畅通方面，双边贸易额不断增长，相互投资快速增加，产业园建设蓬勃开展，合作方式不断创新；在资金融通方面，多层次融资平台为“一带一路”建设提供资金支持，金融合作形式灵活多样；在民心相通方面，教育合作成为中国—东盟关系的重要纽带，人文交流成为中国—东盟关系的新支柱。虽然中国东盟双方围绕“五通”目标开展了一系列卓有成效的合作，但也存在一些深层次问题，需要双方着力加以解决。比如，细节出台有限，合作仍处探索期；贸易增速放缓，合作动力不足；地缘政治环境复杂，合作难度加大；南海问题悬而未决，仍存变数。针对中国—东盟在“一带一路”建设合作中存在的上述问题，笔者建议从加深政治互信、细化实施内容、推动人文交流、妥善处理南海问题几个方面入手，进一步推动“一带一路”倡议在东盟各国的落地实施。
Since October 2013，China has vigorously promoted the implementation of “the Belt and Road” Initiative. It has carried out pragmatic cooperation with ASEAN，and made remarkable achievements in five aspects including policy coordination，facilities connectivity，unimpeded trade，financial integration and people-to-people bonds. In terms of policy coordination，the two sides have reached an important consensus on “the Belt and Road” cooperation. The establishment of a multi-level communication consultation platform has provided an important guarantee for “the Belt and Road” cooperation. In the area of facilities connectivity，the Pan-Asian Railway Plan has been put into operation，construction of channels，ports and harbours are underway providing increased convenience；in the aspect of unimpeded trade，the bilateral trade volume is increasing and the mutual investment is increasing rapidly. The industrial park construction is booming and the mode of cooperation is innovating. In terms of financial integration，the multi-level financing platform is providing funding with flexible and diversified financial cooperation；as for people-to-people bonds，education cooperation has become an important link of China-ASEAN relations. Cultural and people-to-people exchange has become a new pillar of China-ASEAN relations. Although China and ASEAN around the “five aspects” goal have carried out a series of fruitful cooperation，there are some deep-seated problems that both sides need to address. For example，disclosure of the details of cooperation is limited，and cooperation is still in the exploration period；trade growth has slowed down，there is a lack of vibrant cooperation；the geopolitical environment is complex，making it more difficult to cooperate；the South China Sea issue remains pending，there still exist variables. In view of the above-mentioned problems in the cooperation between China and ASEAN on “the Belt and Road” construction，the author proposes to further facilitate the implementation of “the Belt and Road” Initiative in various ASEAN countries from deepening political mutual trust，refining the implementation of content，promoting cultural exchanges and properly handling the South China Sea issue.
