围绕开放40年来广东对外开放体制改革过程，探讨广东外贸体制自由化发展方向。改革开放40年来，外贸领域逐步放松计划经济体制，沿着“外贸经营权—管理体制改革—市场机制—国际接轨—国际高标准”线索进行了较长时间的艰难改革，已经初步形成了国际化外贸体制；未来将对标高标准国际规则，推动广东外贸高度开放，形成外贸开放新体系。在外贸体制开放的激励下，广东外贸实现了崛起，多年一直引领全国外贸发展；未来依托高标准体制机制建设，广东外贸结构、市场结构、主体结构等调整将进一步深化，促进广东外贸区域协调发展、外贸方式转变并推动服务贸易发展，实现广东从外贸大省走向外贸强省跃升。
