在“一带一路”倡议提出五周年之际,中国和沿线国家在投资合作领域取得了显著成就,不仅大幅提升了我国投资的自由化与便利化,中国对外投资还成为拉动全球对外直接投资增长的重要引擎。但与此同时,我国对沿线国家的投资依然存在空间与产业分布不均衡、跨境并购交易完成率较低、境外经贸合作园区赢利状况堪忧、双边投资协定保障效力不足等问题。为此,中国需要从顶层设计的角度出发,持续提升对外直接投资的便利化程度、科学评估国企跨境并购目标、在经贸合作区实施本土化和多样化的经营模式、重构双边投资协定等方式来推进中国和沿线国家在投资领域的合作。
Remarkable achievements have been made since the Belt and Road Initiative was proposed five years ago.China's investment liberalization and facilitation have been enhanced greatly and its investment abroad has become an important engine driving the increase of global foreign direct investment.But meanwhile,there remain problems regarding China's investment in the countries along the Belt and Road.For instance,the investment is imbalanced in terms of space and industry distribution,the completion rate of cross-border mergers and acquisitions is low,the profit status of overseas economic and trade cooperation parks is worrying and the guarantee of bilateral investment treaty is not very effective.Therefore,China needs to start from a top-level design and promote cooperation with the Belt-and-Road countries in investment field through continuously optimizing the facilitation of foreign direct investment,scientifically evaluating the oversea targets of state-owned enterprises' mergers and acquisitions,adopting localization and diversified business models in the economic and trade cooperation parks and reconfiguring bilateral investment treaties.
