“十三五”期间，河南省煤电发展在供应保障、有序发展、节能减排、结构优化、空间布局、市场运营等方面取得了显著成效。展望未来，借鉴先进地区能源转型与煤电发展趋势与经验，基于煤电政策与技术发展方向，聚焦“提高煤电利用率、保障安全可靠供电、提高可再生发电比重”三者关系，研究提出河南煤电应充分发挥电热基础平台、灵活调峰平台、节能减排平台、耦合消纳平台“四个平台”功能作用及相关实施建议，推动新时代煤电产业高质量发展。
During the “13th Five-Year Plan” period，Henan Province has achieved remarkable progress in the development of coal power，with continuous breakthroughs in supply guarantee，capacity adjustment，energy conservation and emission reduction，structural optimization，spatial layout，and market operations.Looking to the future，it is necessary to draw lessons from the energy transition and coal power development methods in advanced regions，based on coal power policies and technical development directions，it is also necessary to focus on the relationships of “increasing the utilization rate of coal power，ensuring safe and reliable power supply and increasing the proportion of renewable power generation”.The study puts forward that Henan Province should give full play to the functions and the related implementation suggestions of the “four platforms”，which are the electro-thermal foundation platform，flexible peak-regulating platform，energy saving and emission reduction platform，and coupled absorption platform，in order to promote the high-quality development of the coal power industry in the new era.
