Energy is an important material basis for the survival and development of human society，and is of vital importance to economic development and the improvement of people’s lives. In September 2019，General Secretary Xi Jinping made important arrangements for ecological protection and high-quality development in the Yellow River Basin from the overall strategic perspective of the great rejuvenation of the Chinese nation and dry autumn. Promoting high-quality development of energy resource and optimizing and general secretary’s important requirements for strengthening ecological protection and high-quality development in the Yellow River basin. This paper sorts out Henan’s energy resources endowment，supply and demand situation，analyzes the challenges and opportunities faced by Henan’s energy development under the new situation，and finally puts forward the “four more emphases” direction path and “four efforts” countermeasures and suggestions to promote Henan’s high-quality energy development from the four aspects of energy security，energy utilization，system mechanism and infrastructure，so as to provide high-quality energy development services and guarantee the ecological protection and high-quality development of the Yellow River basin in whole province.
