During the 13th five-year plan period，Henan’s electricity supply and demand has changed from overall loose to local tension，in2018，the pilot work of demand side response was carried out for the first time in Henan province，in2019，seasonal power demand side response will be innovatively carried out，the response size and scope expanded，the peak demand of electricity has shifted effectively，ensure the balance of power supply and demand. During the 14th five-year plan period，the power supply gap will continue to expand；the power demand side response will play a more and more important role in suppressing the peak load and promoting the balance of power supply and demand. Based on extensive investigation，analysis of Henan industrial user，large commercial and residential users demand response characteristics，and predict the potential of the hole province’s demand during the 14th five-year plan period by industry-classified，explore the demand responds subsidy policy mechanism of funding sources，demand response subsidy policy mechanism of funding sources，demand response marketization was forecast，in order to guide the electric power demand side response during the period of 14th five-year plan period in Henan.
