目前世界经济贸易正处在重要的转型与重构期，区域性贸易制度安排已经成为世界经济发展的必然趋势。国务院已经批准12个东部沿海及内陆地区相继设立了自由贸易试验区，在投资、贸易和金融等一系列领域先行先试，起到了积极的示范作用。“一带一路”倡议为我国沿边地区的开发开放带来了新机遇。沿边地区有着丰富的地下资源、地表资源和空间资源，充分发挥沿边地区的特色优势，设立自由贸易试验区，将改革开放的“末梢”转变为改革开放的“排头兵”，事关全国改革发展的大局。
At present，the world economy and trade is in an important period of transformation and reconstruction，regional trade system arrangement has become an inevitable trend of world economic development. The state council has approved the establishment of 12 pilot free trade zones in the east coast and inland areas，giving priority to a series of pilot free trade zones in investment，trade，finance and other fields. The “One Belt And One Road” initiative brings new opportunities for the development and opening up of China’s border areas. Border area is the zone with rich underground resources，surface and space resources. Given full play to the special advantage of border area，to establish a free trade zone，will make the “peripheral” areas into “vanguard” of the reform and opening up，and change the overall situation of reform and national development.
