设立自由贸易试验区,是我国在新时代进一步扩大对外开放和深化改革的重要举措。自由贸易试验区的设立,不仅仅是为了对照国际最高标准,以全方位对外开放加快推进贸易投资自由化便利化和体制机制改革,更为重要的是以开放促改革创新,推动政府职能转变和体制改革的深化。自由贸易试验区自设立以来,围绕服务国家战略,结合当地实际,开展各具特点、各有侧重的探索,积累了有益的启示和经验。但面对深化改革和扩大开放的新形势、新任务,政府职能转变仍然存在一些体制机制和实践推进中的堵点、难点和痛点,亟须在自贸试验区的建设发展中加以突破。
the establishment of pilot free trade zones is an important measure to further expand China’s opening-up and deepen reform in the new era. The creation of a free trade area,not only for the highest international standards,in order to accelerate the all-round opening to the outside trade and investment liberalization and facilitation and institutional reform,more important is the free trade area as the benchmark,with an open to promote reform and innovation,promote the change of government function and the deepening of the reform. Since the establishment of the 12 pilot free trade zones (FTZs),focusing on the strategy of serving the country and combining with local realities,the pilot free trade zones have carried out explorations with different characteristics and focuses,which have accumulated useful inspirations and experience for China to further deepen reform and opening up and accelerate the transformation of government functions. However,in the face of the new situation and tasks of deepening reform and opening wider to the outside world,there are still some obstructions,difficulties and pain points in the transformation of government functions in institutional mechanisms and practices. It is urgent to make breakthroughs in the construction and development of pilot free trade zones.
