中欧互为重要的经贸伙伴，合作潜力巨大。2020年12月30日，中欧领导人共同宣布历时7年的中欧全面投资协定（CAI）如期完成谈判。CAI对标高标准国际经贸规则，涵盖市场准入、国有企业、技术转让、补贴透明度以及国家间争端解决机制等与企业运营密切相关的规则。CAI如生效，有助于进一步推动中欧投资合作，夯实中欧全面战略伙伴关系的基石。但是，中欧全面投资协定目前被欧洲议会单方面暂停。我们希望欧盟彻底摒弃把中方取消制裁与审批中欧投资协定挂钩的无理要求，首先取消对中国的、不合理的人权制裁，与中国一同携手推动中欧合作迈向更加广阔的空间。
China and Europe are each other’s important economic and trade partners with great potential for cooperation. On December 30 last year，Chinese and European leaders jointly announced the completion of the China-EU Comprehensive Agreement on Investment（CAI）negotiations as scheduled after 7 years. The CAI benchmarks high-level international economic and trade rules，covering topics closely related to business operations. Some of the key topics are market access，State-owned enterprises，subsidy transparency，technology transfer，state-state dispute settlement mechanism. If the CAI takes effect，it will help further promote China-EU investment cooperation and strengthen the cornerstone of the China-EU comprehensive strategic partnership. However，the CAI is currently unilaterally suspended by the European Parliament. We hope that the EU will completely abandon its unreasonable demand to link the removal of Chinese sanctions to the approval of the CAI，and first lift the unreasonable human rights sanctions against China，and join hands with China to promote China-EU cooperation to a broader future.
