当前，人类和平与发展所依赖的外空形势正处于一个关键历史节点，外空格局正向“多极”演进，外空军备竞赛愈演愈烈，外空正在进入武器化时代。现有外空安全规则与秩序存在明显不足与缺陷，需要加强对外空的治理，修正、补充和完善外空安全规则与秩序。当务之急是谈判达成防止外空军备竞赛和外空武器化的军控条约，其他外空安全问题如外空碎片、交通阻塞、透明度与建立信任措施及“负责任外空行为”等问题，都应纳入防止外空军备竞赛和外空武器化这一主题框架中处理，而不是代替或冲淡这一主题，因为这是外空最主要、最严峻、最紧迫的问题。
Outer space which our peace and development depend on is now at its critical moment，the strategic pattern in outer space is evolving to a multipolar one，the arms race in outer space becomes increasingly intense and outer space is entering weaponization era. There exist deficiencies and shortages among the current international security order and rules for outer space which need to be revised，replenished and perfected. The impeding task for international community is to conclude the Treaty on the Prevention of the Deployment of Weapons in Outer Space，the threat or Use of Force Against Outer Space Objects. Other security issues such as space debris，traffic jam，transparency and confidence-building measures and so on should be addressed under the framework of prevention of arms race and weaponization in outer space，which is the most important，severe and pressing issue.
