As the essential part of emerging trade in service，trade in technology is of great significance to promote the forming of dual-circulation development pattern. In recent years，China’s technology trade has grown rapidly，and the import demand continues to expand. The import consists of the soft technology，and the technical consultation and services are the main parts of the export. However，under the new development pattern，there still exist some problems in China’s technology trade，including weak capacity of intellectual property’s export，dependency on foreign technology，enterprises’ shortage on technology absorption and uncertainty of anti-globalization. Therefore，we put forward the following countermeasures including strengthening the international cooperation on intellectual property to promote the export，building an open，inclusive and mutually beneficial international system of S&T cooperation，creating innovative environment to abstract foreign talents，building the international platform on technology trade to encourage more technology-based enterprises going globally.
