中国教育服务贸易发展研究(2021)

教育服务贸易是国际服务贸易不可或缺的新兴领域。新时期中国教育服务贸易规模与质量同步发展,呈现留学生出国与归国规模双增长、来华留学生规模与结构齐发展等特点,但是中国教育服务贸易仍存在来华留学生结构不合理、留学教育服务贸易逆差扩大、教育服务贸易提供方式发展不平衡等问题。“一带一路”倡议的推进为双边与多边教育服务贸易合作提供了新的机遇,大数据、互联网的发展拓宽了教育服务贸易领域,2020年新冠肺炎疫情的出现打破了中国教育服务贸易平稳发展的局面,逆全球化冲击下教育服务贸易规则正在重构。可以从三个方面推动中国教育服务贸易高质量发展,即提升教育国际化水平,打响教育品牌;实施中外学生趋同化管理,促进来华留学生与中国学生的双向交流;以科技驱动教育服务贸易创新发展。

Abstract

Educational service trade is an emerging but indispensable part of international service trade. In the new era,the scale and quality of China’s educational service trade have developed simultaneously. The quantity of students going abroad and overseas students returning to China have both increased,the scale and structure of international students in China have both improved. However,problems still exist in the development of China’s educational service trade,such as an expanding trade deficit in service for studying abroad,a still unreasonable structure of international students in China,an unbalanced development of different forms of educational service trade,etc. The promotion of “the Belt and Road” initiative provides new opportunities for bilateral and multilateral educational service trade cooperation,the development of big data and Internet have broadened the educational service trade field,the emergence of the COVID-19 epidemic in 2020 has broken the stable development of China’s educational service trade,and the rules of educational service trade are being reconstructed under the impact of deglobalization. The high-quality development of China’s educational service trade can be promoted in three aspects:enhancing the internationalization of education and educational brands;implementing convergent management of Chinese and foreign students and promoting two-way communication;driving the innovative development of educational service trade with technology.
