The epidemic has led to the closure of EU borders and a decrease in the number of migrants and refugees entering Europe. The European Commission has used this time to put forward proposals to reform the existing EU migration and refugee management system，and has developed a “New Pact on Migrants and Refugees”. The aim of the pact is twofold：to minimize the number of migrants and refugees entering the EU；and to rebuild trust among EU member states on the issue and establish a solidarity mechanism. This EU reform is expected to create a new system of governance for migrants and refugees.
