迪拜模式依靠多渠道融资发展现代物流业、旅游业、房地产业和金融服务业，创造了“迪拜奇迹”，但也潜藏着巨大的金融风险。通过将迪拜模式与宁夏经济发展进行比较研究发现，宁夏在经济发展过程中呈现出与迪拜相似而又迥异的特征，但是迪拜模式无疑给能源型城市经济转型提供了成功的范例。宁夏在经济发展过程中应该借鉴迪拜模式，实施开放性经济政策，转变政府职能，营造吸引人才和资本的良好社会环境，建立发达的交通基础设施，发展特色旅游，打造城市软实力，同时警惕迪拜房地产融资模式和债务风险，最终实现经济发展模式的转型，实现可持续发展。
The Dubai model，that relies on multi-channel financing to develop modern logistics，tourism，real estate and financial services，creates a “Dubai miracle”，but still exists huge financial risks. By comparing the Dubai model with the economic development of Ningxia，Ningxia shows similar but different characteristics in the process of economic development，but the Dubai model has undoubtedly provided a successful example for the economic transformation of energy-based cities. In the process of economic development，Ningxia should learn from the Dubai model，implement an open economic policy，transform government functions，create a good social environment that attracts talents and capitals，establish developed transportation infrastructure，special tourism and build urban soft power，as well as being alert to the financing model of real estate and debt risk of Dubai. Eventually，Ningxia will realize the transformation of the economic development model and achieve sustainable development.
