本报告回顾了40年来我国核能发展政策的演化过程，概述了核电发展起步的历史背景，将核能政策发展分为四个阶段，分别是起步发展阶段、适度发展阶段、积极发展阶段和安全高效发展阶段。同时对未来核能发展政策提出建议，要高度关注核电经济性，统筹整合核燃料循环产业，加快核动力科技创新，坚持国际化发展方向，加强核科普及公众宣传，完善核领域法律法规体系，推进内陆核电发展建设。
This paper reviews the evolution process of nuclear energy development policy in the past 40 years，outlines the historical background of nuclear power development，and divides the development of nuclear energy policy into four stages，the initial development stage，the moderate development stage，the active development stage and the safe and efficient development stage. At the same time，this paper makes recommendations on the future nuclear energy development policy，pay close attention to the economics of nuclear power，coordinate the integration of the nuclear fuel cycle industry，accelerate the innovation of nuclear power technology，adhere to the direction of international development，strengthen public awareness of nuclear science，improve the legal and regulatory system in the nuclear field and promote the development of inland nuclear power.
