The sea cucumbers in the southeastern part of Jilin Province produce particularly good sea cucumbers,and the mountains in the coast are also rich in ginseng. Therefore,there have been Manchurians in Hunchun and a large number of Han people who sneaked here to catch seafood and steal ginseng. In order to protect the fishing interests of the Hunchun Banner and monopolize the ginseng resources,the Qing government conducted long-term inspections on the southeastern island of Jilin. Until the signing of the “Beijing Treaty” between China and Russia in 1860,the inspection and management was terminated. However,the Chinese people’s development of the sea area did not stop there,but it continued until 1938 when it was forced to stop.
