高等教育国际化在我国发展已有40余年历史，随着上海合作组织成立和我国提出“一带一路”倡议，高等教育国际化也迎来了飞速发展时期。人文领域交流，特别是教育领域交流与合作是上海合作组织成员国间多领域合作的重要组成部分。充分利用上海合作组织发展平台，对加快我国教育对外开放发展步伐、扩大教育领域对外合作有重要意义。
