On June 5，2019，the leaders of China and Russia gave a comprehensive review and outlook on the development of bilateral relations，announcing that they “will work to develop a comprehensive strategic partnership of cooperation in the new era of China and Russia”. China and Russia are the “twin engines” of SCO development，but their great development potential is far from being realized because of the different strategic perceptions of the SCO and some technical problems in bilateral or multilateral cooperation. The future development of the SCO cannot be separated from the high-level and high-quality comprehensive strategic cooperation between China and Russia，and in the context of many new changes in the situation both inside and outside the organization，the two countries should work together to vigorously promote the “Shanghai Spirit” and take the lead in strengthening the collective identity of the new and old member states；Further expand the scope and content of the Organization to expand security cooperation，build the foundation of security and stability in the territory，further deepen the “Belt and Road” and Eurasian Economic Union docking，consolidate the basis of multilateral practical cooperation among member states，help the Central Asian region’s regional economy to flourish through a common neighboring area，and take the SCO as a model，Unite emerging and developing countries and promote the construction of a new international political and economic order. The development and construction of the SCO is the common responsibility of China and Russia and the important content of the comprehensive strategic cooperative relationship between China and Russia in the new era.
