空铁融合发展是国内外航空枢纽区域创新发展的重要路径。建设空铁融合经济示范区有利于发挥广州空铁客货运融合和区位、交通、产业优势,服务全省打造新发展格局战略支点。本文梳理了示范区建设基础条件和统筹协调难、枢纽联系弱、旧改平衡难、土地整合难等问题。建议广州空铁融合经济示范区构建“一核两极三轴四片区”的空间布局,提出了优化论证规划范围、完善跨区域统筹协调机制、做强临空经济示范区“主引擎”、打造花都“空铁+港产城”“双融合”核心载体、建设白云北部重要增长极、强力推进机场周边旧村改造、积极争取上级政策支持等工作建议。
The integrated development of airline and railway is an important path for the innovative development of domestic and foreign aviation hub regions. The construction of an airline-railway integrated economic demonstration zone is conducive to taking advantage of Guangzhou’s airline-railway passenger and freight transportation integration,location,transportation,and industrial advantages,and serving the province to create a strategic fulcrum for a new development pattern. This paper sorts out the basic conditions of the demonstration zone and the difficulties in overall planning and coordination,the weak connection of the hub,the difficulty in balancing the old reforms,and the difficulty in land integration. It is suggested that the Guangzhou Airline-Railway Convergence Economic Demonstration Zone should construct a spatial layout of “one core,two poles,three axes,and four areas”. In addition,this article proposes to optimize the scope of demonstration planning,improve the cross-regional coordination mechanism,strengthen the “main engine” of the airport economic demonstration zone,build the core carrier of the “double integration” of Huadu’s airline-railway and port industry,promote the development of the northern part of Baiyun,vigorously promote the renovation of old villages around the airport,actively strive for higher-level policy support and etc.
