Marine spatial planning is an important tool to achieve ecosystem-based marine management. In the Arctic sea area,although many countries have started the process of marine spatial planning,only Norway has completed the preparation of marine spatial planning. This paper analyzes the two texts of Norway’s Marine Spatial Planning in the Arctic sea area,compares the process of planning formulation,and points out Norway’s advantages in zoning methods and management measures based on the polar special ecosystem,dynamic planning formulation and implementation,and disaster risk management. According to this,we summarize the Enlightenment of Norwegian arctic ocean space planning to China,which mainly includes:climate change and ecosystem protection are the core issues of Arctic marine spatial planning;Arctic marine spatial planning has become an important means to protect and expand Norway’s Arctic rights and interests;international cooperation is a necessary condition for Arctic Ocean space planning;China should actively explore the cooperation path of participating in Arctic ocean space governance.
