自由贸易港是一个港城，不仅具有自由贸易试验区货物、资金等自由流动特征，而且还体现为人员自由流动。海南自由贸易港建设受到了国内外投资者的关注，2020年海南重点项目105个，总投资3772亿元，重大投资背后需要相应规模的人才支撑。因此，海南自由贸易港人才制度建设比其他自由贸易试验区更为迫切，不仅关乎自由贸易港建设推进，而且关乎本地经济的高质量发展。同时，海南自由贸易与其他自贸试验区功能定位、产业基础不同，对应的人才结构不同。因此，海南自由贸易港人才制度的设计、执行和完善，需与海南自由贸易港的产业定位和功能建设相衔接。
