财政是支持地方经济社会发展的重要保障。2020年，嘉峪关市统筹推进稳增长、促改革、调结构、惠民生、防风险各项工作，一般公共预算、政府性基金预算、国有资本经营预算等执行情况总体平稳，但需要注意收支矛盾特别突出、民生投入仍有缺口、偿债压力进一步加大等问题。本报告建议着力提高收入质量、持续优化支出结构、有的放矢地争取资金、严控政府债务风险、推进法治财政建设。
Fiscal work underlines the local economic and social development. The year 2020 has seen the steady progress in economic growth，restructuring as well as in forestalling major risks in finance. Furthermore，we have made sound growth in general public budget，budgets for government-managed funds and state-owned capital management budget. However，we still face difficulties：the balance contradictions are becoming more prominent. The spending on people’s well being is not enough. The government’s ability to pay down debt needs to improve. In response to those challenges，efforts should be made to improve the quality of revenue，continuously optimize the expenditure structure，strive for funds in a targeted way，strictly control the risk of government debt，and promote the construction of Finance under the rule of law.
