伴随着中国改革开放的全面深化和”走出去“步伐的不断加快,尤其是”一带一路“倡议的实施,越来越多的中资企业走出国门,实施跨国经营。在开展跨国经营的同时,必然要面对各种各样的风险,其中社会安全风险问题由于涉及人员的生命以及项目的长期稳定运营而显得尤为突出。本文以中国石油为例,分析了中资企业通过建立社会安全管理体系、建设风险管控长效机制,加大安保投入、提升现场安保防护能力,加强情报信息收集分析、提高预警预防能力,实施风险分级管理、增强源头控制能力,深入开展防恐安全培训、提高员工应对突发事件能力,加强应急管理、提升应急处置能力等加强海外社会安全能力建设,并在2020年新冠肺炎疫情发生后,依托长期形成的国际业务社会安全管理工作机制和优良实践,积极应对挑战,迅速采取了一系列卓有成效的抗疫防控措施,保障了中外方员工的生命安全和身体健康以及海外项目的安全平稳运行。
With the comprehensive deepening of China’s Reform and Opening up and the accelerating pace of “going global”,especially the implementation of the “Belt and Road” initiative,more and more Chinese enterprises have gone abroad to carry out transnational operations. While carrying out those operations,it is bound to face all kinds of risks,among which social security risks are particularly prominent because they relate to the lives of personnel and the long-term stable operation of projects. In 2020,the sudden outbreak of coronavirus ravaged the world. Relying on the long-established international business social security management mechanism and good practices,CNPC quickly adopted a series of effective prevention and control measures to ensure the safety and health of both Chinese and foreign employees,and to maintain the safe and stable operation of overseas projects.
