创新驱动是我国进入新时代的基本发展战略和实现新旧动能转换的关键所在,城市群已成为国家参与国际竞争的基本地理单元,因此提升我国城市群的创新能力具有重要的现实意义。本文以京津冀、长三角、珠三角以及成渝地区双城经济圈为研究对象,基于2013~2018年的数据从创新投入、创新产出与创新环境三个维度运用熵值法构建城市创新能力评价指标体系,对城市群的创新能力进行测度与对比分析,结果显示:在创新综合能力方面,各城市群创新综合能力均处于较高水平,但创新综合能力区域发展不均衡;在创新能力内部指标方面,各项指标整体稳步增加,但创新综合能力内部指标发展结构不均衡。最后,在此基础上提出加大创新资源投入,提升科技成果转化效率;充分发挥政府职能,优化城市群创新环境;加强城市群内部创新协同合作等对策建议。
Innovation-driven development is China’s basic development strategy into a new era and the key to realizing the transformation of old growth drivers into new ones. Urban agglomeration has become the basic geographical unit for countries to participate in international competition. Therefore,it is of great theoretical and practical significance to enhance the innovation ability of urban agglomeration in China. This paper takes Beijing-Tianjin-Hebei,Yangtze River Delta,Pearl River Delta and Chengdu-Chongqing economic circle as the research object. Based on 2013-2018 data from the three dimensions of innovation input,innovation output and innovation environment,the entropy method is used to construct an evaluation index system for urban innovation capabilities,and to measure and analyze the innovation capabilities of urban agglomerations. The results show that:in terms of the comprehensive innovation ability,the comprehensive innovation ability of each urban agglomeration is at a high level,but the regional development of the comprehensive innovation ability is not balanced. In terms of the internal indexes of innovation ability,the overall indexes increase steadily,but the development structure of the internal indexes of innovation comprehensive ability is not balanced. Finally,three countermeasures and Suggestions are put forward on this basis. Increase investment in innovative resources and improve the efficiency of scientific and technological achievements transformation;Give full play to the functions of the government,optimize and improve the innovation environment of urban agglomeration;Strengthen innovation cooperation within urban agglomerations.
