自1992年《联合国气候变化框架公约》诞生以来，推动绿色低碳发展已经成为全球众多国家的共识。发达国家（地区）的减排之路起步较早，在构建战略目标体系、建立政策法规体系、完善市场激励机制、突破节能减排技术、推行循环经济等领域已积累了丰富的经验，对福建省完善政策体系、优化市场机制、加快技术创新、发展循环经济具有重要借鉴意义。

The developed countries（regions） have accumulated rich experiences in building strategic target systems，establishing the policy and regulation systems，improving market incentive mechanisms，developing energy conservation and emission reduction technologies，pushing forward the circular economy and other fields，which have important reference significance for Fujian.
