The world today is undergoing major structural changes. The Covid-19 outbreak in early 2020 has further intensified the impact on global economic development. Against the background of rising protectionism，sluggish world economy and shrinking global market，the economic situation is still complex and severe，with greater instability and uncertainty. The CPC Central Committee has proposed to establish a new development pattern featuring the mutual promotion of domestic and international circulation. This concept embodies China’s latest strategic adjustment in the face of the current severe international situation. This paper examines the internal connection between the dual-circulation development pattern and the “Belt and Road” Initiative，and explores the way to integrate the “Belt and Road” Initiative into the dual-circulation development pattern. It concludes that the new development pattern is by no means a closed domestic loop，but open （domestic and international） dual circulation；the “Belt and Road” Initiative will help accelerate the formation of the new pattern of international circulation；and the “Belt and Road” Initiative has wide development space under the new development pattern.
