德国联邦政府对于“一带一路”倡议总体上是积极的,并将中国视为重要的经济伙伴。德国希望参与“一带一路”倡议的对话过程,特别是涉及欧盟参与的投资项目所触及的欧盟现有规范与规则等领域。可以看到,自2014年开始,德国对“一带一路”倡议的政策反应随着时间的推移和政策领域的不同而变化,这是基于社会偏好的发展以及它们对德国政府政策的影响。出于各种原因,德国对“一带一路”倡议的政策反应随着时间的推移而愈加矛盾。本文从两个阶段分析了德国对“一带一路”倡议的态度,即2013~2015年的谨慎与迟疑阶段和2015年至今的合作与冲突元素并存的政治模式阶段。
The German government is generally positive about the Belt and Road Initiative and views China as an important economic partner. Germany hopes to participate in the dialogue process within the framework of the Belt and Road Initiative,especially in the fields where China's investment projects touch the EU's existing norms and rules. It can be seen that since the beginning of 2014,Germany's policy response to the Belt and Road Initiative has changed over time,which is determined in a large part by the development of social preferences and their influence on German government's policies. For various reasons,Germany's response to the Belt and Road Initiative has become increasingly contradictory. This article divides Germany's attitudes toward the Belt and Road initiative into two phases. In the first phase from 2013 to 2015,Germany manifested itself as a cautious and hesitant observer,while in the second phase starting from 2015,a policy pattern with concurrent cooperation and conflict has been formulated.
