2020年,新冠肺炎疫情对意大利经济社会造成巨大冲击,就业率下降、失业人数增加、自雇者受损严重。为应对危机,意大利政府基于本国福利体系的特点实施了较为精准且审慎的收入支持政策。然而,这些收入支持政策的可持续性也因巨大的财政压力而受到质疑。在此背景下,意大利政府为应对危机而组建的专家委员会针对本国福利制度改革提出了较为清晰且明确的建议,即提高企业和个人竞争力,推动经济复苏,保证福利体系获得更多财政资源;同时,面对经济社会危机中的新风险和新需求,推动保守文化转型和实现性别平等,进而超越经济性收入支持政策的局限,实现个人、家庭与社会的良性发展。
In 2020,the COVID-19 pandemic had a huge impact on Italy’s economic and social development,with the employment rate decreasing,the number of unemployed people increasing and self-employed people severely affected. To cope with the economic and social crisis caused by the pandemic,the Italian government implemented relatively precise and prudent income support policies based on the fragmented and unbalanced development of its welfare system. However,the sustainability of Italy’s income-support policies during the epidemic has caused doubts because of the concern about the enormous financial pressures. In this regard,the Commission of Experts set up by the Italian government to cope with the economic and social crisis has put forward relatively clear and definite proposals on the country’s welfare system reform:making businesses and individuals more competitive,boosting economic recovery and injecting more fiscal resources into the welfare system;at the same time,in the face of new risks and demands in the economic and social crisis,they propose the government to promote cultural transformation in labor market and gender equality,and then carry out structural reforms of the welfare state system on the basis of surpassing the limit of income support policies.
