2020年,意大利遭遇新冠肺炎疫情严重冲击,大量企业停工、破产,民众收入缩水,消费也随之下降。为应对民生问题,孔特政府二期依托既有的社会救助体系,出台了一系列应急救济措施,使得相当一部分困难民众的基本生活得到保障,但是社会救济难以面面俱到,并非所有受损严重人群都得到了妥善扶助。疫情引发连锁反应,防疫封锁、合法外劳归国加上非法移民的藏匿等因素导致农业和家政行业面临劳动力短缺,同时中地中海线偷渡问题更加突出,而新的大赦和重新加强“三国联防”使得上述问题趋于缓和。此外,疫情之下意大利社会心理的变化也值得关注。
In 2020,Italy was strongly hit by COVID-19 pandemic,which has been leading to suspension or bankruptcy of a large number of enterprises,income shrink of workers and the consequent decline in consumption. In response to these impacts,the Conte Government II has launched new measures and subsidies,relying on the existing Social Assistance System. Therefore,basic needs of a significant part of people in difficulties have been secured. However,not all the vulnerable groups have received adequate support from the government,which is not able to take into consideration all the aspects and details. In a chain reaction triggered by the pandemic,the closure of EU’s internal borders,regular foreign workers’ return to their home countries and irregular migrants’ hiding in Italy conjointly brought about a labor shortage in agriculture and domestic services. Meanwhile,the Central Mediterranean Route saw a sharp increase of illegal migrants. Thanks to a new regularization of illegal migrants and a re-strengthened three-state cooperation,all these problems have been tending to moderate. Moreover,changes in social psychology deserve further concern.
