本报告疏理了2019年以来,大湾区在“广州-深圳-香港-澳门”科技创新走廊建设、重大科技基础设施和创新平台建设、政策创新、产业科技赋能、培引汇聚人才等方面采取的主要举措以及取得的突出成效,从基础研究、人才、创新产业集群、工作系统性与协同性以及协同创新的体制机制五个方面分析其面临的挑战和主要存在的问题。最后,从五个方面提出“十四五”期间粤港澳大湾区坚持科技创新支撑引领、争取成为国家创新驱动高质量发展先行者的对策建议,包括持续推进高质量创新协调发展、促进基础研究与应用基础研究率先取得突破、建设自主可控的现代产业体系、打造国际人才新高地和加强理论探索等。
The Guangdong-Hong Kong-Macao Greater Bay Area is the leader of China’s reform and opening up,the construction of global influence international science and technology innovation center is the top priority. At present,the Guangdong-Hong Kong-Macao Greater Bay Area has achieved remarkable results in the initial stage of its construction as an international science and a technology innovation center. This research system summarizes the major measures taken by the Greater Bay Area in “Guangzhou-Shenzhen-Hong Kong-Macao” since 2019 and the outstanding results achieved,such as the construction of science and technology innovation corridors,the construction of major science and technology infrastructure and innovation platforms,policy innovation,and industry Technology empowers,trains and attracts talents,etc. This research also analyzes the challenges and main problems faced by the five aspects of basic research,talents,innovation industry clusters,work system and synergy,and collaborative innovation systems and mechanisms. Finally,from five aspects,during the “14th Five-Year Plan” period,the Guangdong-Hong Kong-Macao Greater Bay Area adheres to the support and guidance of scientific and technological innovation and strives to become a pioneer in the country’s innovation-driven high-quality development. These five aspects include continuing to promote the coordinated development of high-quality innovation,promoting basic research and applied basic research to make breakthroughs first,building an independent and controllable modern industrial system,creating a new highland for international talents,and strengthening theoretical exploration.
