As an important external transport infrastructure，the construction of waterways and port clusters plays an important role in supporting the Guangdong-Hong Kong-Macao Greater Bay Area’s strategic fulcrum of a new development pattern with mutually reinforcing domestic and international cycles. This broad heading shows a good trend of coordinated promotion of waterway construction and industrial layout，interdependence and coordinated development of port group and city group，but there are also problems such as inadaptation of waterway development pattern and new changes of industrial development，lagging development of inland river ports，and lack of differentiated positioning among ports. In the future，efforts should be made to build smart network waterway and wisdom port，focus on promoting the integration and coordinated development of port and shipping resources，and promote the agglomeration of shipping elements and resources，so as to achieve the goal of building world-class port group.
