新冠肺炎疫情严重冲击全球农业发展,给非洲粮食安全带来极大挑战。疫情引发的经济下行、财政紧缩导致非洲各国政府农业投资减少,限制了非洲地区的农业发展。而非洲各国政府为防止疫情扩散采取的不同程度的限制措施又进一步影响了非洲地区的农业生产、劳动力转移以及农产品贸易市场运转,加剧了对非洲地区农业发展的不利影响。基于此,非洲国家应更加注重处理好疫情防控与农业生产之间的关系,并对受疫情影响较大的群体提供一定的援助,还应着力构建更具弹性和包容性的粮食系统以增强抵抗风险的能力。
The COVID-19 pandemic has severely impacted global agricultural development and brought great challenges to Africa’s food security. The economic downturn and fiscal austerity triggered by the COVID-19 have led to a reduction in agricultural investment by African governments,which has restricted agricultural development in Africa. The various levels of restrictive measures taken by African governments to prevent the spread of the epidemic have further affected agricultural production,labor transfer,and agricultural trade market operations in Africa,and aggravated the adverse impact on agricultural development in Africa. Based on this,we believe that,first of all,African countries should pay more attention to the relationship between epidemic prevention and control and agricultural production. Second,certain assistance should be provided to groups that are more affected by the epidemic. Third,efforts should be made to build a more flexible and inclusive food system to enhance the ability to resist risks.
