近年来,非洲民主政治进入良性发展轨道,西式多党选举体制与非洲本土传统政治持续磨合。2020年,非洲民主政治继续发展势头,内外各方均建立“求稳”共识,鼓动对抗与冲突的声音渐失市场,“逢选易乱”问题大为改观,多数国家基本能够通过大选实现政权平稳更迭。但是,非洲政治发展面临痼疾挑战,随着老一代领导人进入政治生涯晚期,“第三任期”“老人政治”问题再凸显,成为影响非洲国家政治稳定的不安定因素。非洲地区安全形势堪忧,新冠肺炎疫情造成的民生危机,国内及国家间的冲突特别是恐怖主义势力内外勾连给非洲局势带来严重负面影响,导致多地恐怖袭击事件频发,安全形势恶化。
In recent years,African democratic politics has entered a sound track of development. The Western-style multi-party electoral system continues to run in with African traditional politics. In 2020,democratic politics in Africa was in continuous development. All parties inside and outside Africa have reached a consensus on “seeking stability”. Voices encouraging confrontation and conflict are fading out of the market,and the problem of “chaos after election” has been infrequent. However,African political development faces chronic challenges. As the older generation of leaders enters the late stage of their political careers,the problems of “third term” and “gerontocracy” become more prominent and turn out to be unstable factors affecting the political stability of African countries. The security situation in Africa was worrying. The crisis of the people’s livelihood caused by COVID-19,internal and inter-state conflicts,especially the interconnection of terrorist groups within and outside the African continent,have had a serious negative impact on the situation in Africa,leading to frequent terrorist attacks in many areas and the deterioration of the security situation.
