The “Anti-Terrorism Act 2015”adopted by the Harper administration once sparked an intense debate on how to balance national security interests and civil liberties across Canada.Prime Minister Justin Trudeau,after taking office,fulfilled the campaign's commitment to start the national consultation on national security policy,promote the establishment of Bipartisan Oversight Committee,and launch the reform of international anti-terrorism policy.To a certain extent,Trudeau administration has achieved a rebalance of anti-terrorism.However,subject to severe domestic and international anti-terrorism situation,Canadian anti-terrorism policy is still at the risk of policy flip-flops.
